Scope and Content: The Board of Gas Commissioners, established in 1885, was renamed Board of Gas and Electric Light Commissioners in 1889.  That body was abolished in 1919, when its functions were combined with those of the Public Service Commission in the Dept. of Public Utilities.

Scope and Content: The Board of Registration of Medicine, established in 1894, was placed within the Division of Registration (Dept. of Civil Service and Registration) in 1919.  It was replaced by the Board of Registration and Discipline in Medicine as of 1976, renamed the Board of Registration in Medicine again in 1979.

Scope and Content: The Massachusetts Consumers’ Council was an independent state agency serving as public advocate for consumer interests from 1963 to 1981, advising on and representing consumer interests to the state government, promoting consumer education, and from 1970 overseeing the unit pricing of packaging in retail stores.  Minutes of council meetings were created to record council activities and decisions.

Scope and Content: By its constitutional and statutory authority to provide advice and consent to the governor, the Council approves, among others, the appointments of judicial and quasi-judicial officers, the adjournment or prorogation of the General Court, the granting of pardons, and warrants authorizing expenditures from the Treasury.  Minutes of Council meetings record all matters discussed and acted on by the Council.

Minutes [Massachusetts Dairy Bureau]

Scope and Content: The Dairy Bureau was constituted in 1891 in the State Board of Agriculture (State Dept. of Agriculture in 1918) to regulate manufacture and sale of butter and cheese in Massachusetts. In 1919 it was replaced by the Division of Dairying and Animal Husbandry in the Dept. of Agriculture.  Minutes record date, attendees, and actions of the bureau’s monthly meetings. Series includes copies of letters to board members and letters of recommendation for an inspector position.

Scope and Content: Beginning in 1911, a Homestead Commission studied how to improve housing for the urban working class.  From 1917 to 1919 (after which the function was placed in the Dept. of Public Welfare) it had the power to acquire and sell suburban homesteads to relieve urban congestion.  Minutes document decisions and actions at meetings of the commission.

Scope and Content: The Joint Labor-Management Committee was established by the Massachusetts General Court in 1977 (as of 1978) to have oversight responsibility for all collective bargaining negotiations involving municipal police and firefighters.  Minutes record actions at case meetings, held semi-monthly to docket/review status of active and pending cases, assume jurisdiction, schedule arbitration/mediation events, note date of expiration of agreements, and schedule investigation of cases brought by petition; chairman’s meetings, held monthly to discuss financial/administrative issues and problem cases; and special topics meetings, generally in workshop format, held occasionally.
