Minutes [Massachusetts Metropolitan Sewerage Commission]

Scope and Content: Massachusetts has administered water works and sewage disposal for the Boston metropolitan area successively through the Board of Metropolitan Sewerage Commissioners (Metropolitan Sewerage Commission) (1889-1901) and the Metropolitan Water Board (1895-1901); the Metropolitan Water and Sewerage Board (1901-1919); and the Water and Sewerage Divisions of the Metropolitan District Commission (1919-1985). Since 1985, the sewerage works functions have been assigned to the Massachusetts Water Resources Authority (MWRA), and the water works functions have been shared by the MWRA (distribution) and the Metropolitan District Commission (to 2003) and the Dept.  of Conservation and Recreation (since 2003) (water supply reservoirs and their watershed management).

Scope and Content: The Board of Parole for the State Prison and the Massachusetts Reformatory and the Board of Parole for the Reformatory for Women were established in 1913, serving jointly as an Advisory Board of Pardons.  They were succeeded by a single Board of Parole in 1916 and the Parole Board in 1937, in each case serving also as an Advisory Board of Pardons.

Scope and Content: Per a resolve of Oct. 20, 1774, the first Provincial Congress established the Committee of Safety to oversee actions taken for the defense and safety of the Province of Massachusetts Bay during the Revolutionary War.  The committee supervised the process of military build-up and provided for procurement and disbursement of arms, munitions, and other supplies through oversight of the Committee of Supplies.  Minutes were created to record votes, orders, and resolves of the committee.

Scope and Content: The Public Health Council was established in 1914 as part of the State Dept. of Health (Dept. of Public Health from 1919) to make and promulgate rules and regulations, take evidence in appeals, consider plans and appointments required by law, hold hearings, and discharge other duties relating to public health as required by law.  Minutes have been created to record its activities, discussions, and actions.

Scope and Content: The Public Service Commission was established in 1913 as an enlargement of the Board of Railroad Commissioners and with additional functions transferred from the Highway Commission.  It was abolished in 1919, when its functions were combined with those of the Board of Gas and Electric Light Commissioners in the Dept. of Public Utilities.

Scope and Content: The council was established to advise the commissioner of mental health on policy, program development, and priorities of need for comprehensive programs in mental health and retardation in Massachusetts.  Minutes were created to record decisions and actions taken by the council and its Executive Committee.  They contain information on public hearings held by the council to obtain the views of area boards and the public on departmental policy and programs; reports of the commissioner; and reports of the council’s committees on mental retardation, mental health, children, budget, management, and legislation.

Scope and Content: The State Board of Health, established in 1869, was abolished in 1879, and its functions absorbed by the State Board of Health, Lunacy, and Charity until 1886, when its was re-established. It was succeeded in turn by the State Department of Health in 1914 and the Department of Public Health in 1919.
