Scope and Content: The Massachusetts General Court, early in the state’s constitutional period, reaffirmed the sheriff’s traditional role as keeper of the county jail (St 1783, c 44; MGLA c 126, s 16). He was mandated to keep a calendar of prisoners (St 1784, c 41; MGLA c 127, s 5) and to house debtors separately from those charged with crime (St 1784, c 41; MGLA c 127, c 22), presumably leading to the practice, at least in Suffolk County, of keeping separate calendars for the two groups until 1943.  Series lists those in the debtors category.

Scope and Content: The Civil Service Commission was established in 1884.  It was abolished in 1919 and its functions transferred to the Division of Civil Service.  It was revived as a separate body in 1939 and reconstituted in the Executive Office for Administration and Finance in 1974.

Scope and Content: The Metropolitan District Water Supply Commission was created for the purpose of extending and increasing the water supply to the Massachusetts metropolitan water system (St 1926, c 375).  The commission was authorized to purchase or take land in the watersheds of the Swift and Ware rivers to develop the Quabbin Reservoir.  This included disinterment, transfer, and reburial from cemeteries in the areas to be flooded to the Quabbin Park Cemetery and other locations.  Deeds of release are the legal transfer of cemetery plots by the owners to the commission, and the authorization for removal and transfer to the new location.

Scope and Content: Commissioners appointed pursuant to Resolves 1811, c 34 to review surrendered claims and determine compensatory grants to nonresident proprietors in Lincoln County, District of Maine, met in late 1811 and 1812 to receive testimony of proprietors and town settlers, submission, and deeds of release.  Deeds of release transferred title from nonresident proprietors to the Commonwealth.

Scope and Content: In 1980 the Board of Regents of Higher Education assumed the powers and duties of the Board of Higher Education, the Massachusetts Board of Regional Community Colleges, and the Board of Trustees of State Colleges.  Degree approval files of these predecessor agencies were transferred to the Board of Regents Division of Academic Affairs at that time and have been used by the board to carry out its functions of approving new degree programs and participating in systemwide planning activities.

Scope and Content: The attorney general of Massachusetts is the Commonwealth’s chief legal officer.  The Executive Bureau, which includes the attorney general and personal staff, is responsible for the overall supervision of the legal services provided by the office, for budgetary and personnel matters, and for the development of a uniform and consistent legal policy for the state.  Series is created by the bureau’s constituent office unit to administer a program initiated by the attorney general in 1987 to reduce the demand for drugs of abuse.

Scope and Content: The Dept. of Public Works and its successor from 1992, the Massachusetts Highway Dept., have been responsible for development and maintenance of all state highways and bridges in the Commonwealth.  The Construction Division manages departmental construction projects.  Series was created by the department through that division to plan and implement the construction of that part of the Boston central artery known as the John F. Fitzgerald Expressway.
