Scope and Content: The Massachusetts Agricultural College was established in Amherst through a board of trustees mandated by St 1863, c 220, to promote branches of learning relating to agriculture and the mechanic arts, for the benefit of the industrial classes so-called. The college admitted its first students in 1867. Reflecting its increasingly inclusive liberal arts curriculum over the next seven decades, the institution was reorganized and renamed the Massachusetts State College in 1931 (eventually becoming the University of Massachusetts in 1947).

Scope and Content: The Board of Higher Education was established in 1965 to guide and coordinate the growth of public higher education in Massachusetts (St 1965, c 572). The vice chancellor for academic affairs was responsible to the board for granting approval to public colleges and universities seeking to establish new degree programs or to modify existing ones. The vice chancellor’s institutional degree program approval files relate to institutions in the Massachusetts State College System requesting the board’s approval for new academic programs.

Scope and Content: The Division of Fiscal Affairs and Management of the Board of Regents, under the vice chancellor for fiscal affairs and management, is responsible for overall budgetary planning and facility management for the state system of higher education. Minutes of the boards of trustees for individual institutions are submitted to apprise the vice chancellor of policy decisions made on the institutional level that will have fiscal ramifications. These policy decisions then become a factor in preparing the annual budgetary request to the General Court. The minutes are the primary record of decisions and discussions of policy issues undertaken by the boards of trustees for individual community colleges, four-year colleges, and universities.

Scope and Content: From 1837 to 1919 the Board of Education had general supervision of public schools and normal schools (teachers colleges) in Massachusetts. Horace Mann served as board secretary from 1837 to 1848. Series includes board minutes (in draft–for record minutes see: Massachusetts. Dept. of Education. Board minutes ((M-Ar)1504)) recording appointment and resignation of Mann as secretary, and letters from Mann to board members and others relating to his work.

Special education collaboration study files, 1974-1975.

Scope and Content: The Massachusetts Advisory Council on Education (MACE) was established by St 1965, c 572, s 2 to recommend policies that would improve the performance of public education systems in the Commonwealth. Through its director of research, the council coordinated and sponsored studies of educational issues, drawing on the expertise of individuals and organizations both inside and outside state government. In an effort to address a statewide need for the delivery of services to special needs students in conjunction with the passage of St 1972, c 766, the council in 1974 commissioned the Educational Collaborative for Greater Boston (EDCO) to conduct a study on collaborative programming as a means for delivery of services to special needs students. The study was completed in 1975 with the publication of a manual, Approaches to collaboration: a handbook of strategies for serving special needs children. Its purpose was to assist school systems in establishing effective approaches for delivering services. Study files are the project files maintained by EDCO and transferred to MACE at the conclusion of the project.
