Scope and Content: The Board of Higher Education was established in 1965 to guide and coordinate the growth of public higher education in Massachusetts (St 1965, c 572).  The vice chancellor for academic affairs was responsible to the board for granting approval to public colleges and universities seeking to establish new degree programs or to modify existing ones.  The vice chancellor’s institutional degree program approval files relate to institutions in the Massachusetts State College System requesting the board’s approval for new academic programs.
