Scope and Content: Legislation passing the House and Senate of the General Court is sent for engrossing, signed by the speaker of the House and the Senate president, and forwarded to the governor for signature.  A pocket veto occurs when the governor fails to sign a bill passed near the close of the session, leaving the legislature no opportunity to override this action.  Pocket vetoes include the bill packet and engrossed act.

Notes: Series is entered under the Governor’s Legislative Office as the unit that coordinates gubernatorial interaction with the General Court.  Files from 1970-1974, 1976-1980 were transferred to Archives from Massachusetts Regulations Division

Scope and Content: Middlesex County was incorporated on May 10, 1643 (Mass Recs 2:38), continuing under successive governments of Massachusetts, most recently the Commonwealth (1780), as outlined in MGLA c 34.  Administrative powers and duties previously exercised at various times under the laws of the Commonwealth by the county courts of general sessions of the peace, county courts of common pleas, and circuit courts of common pleas, were assigned to commissioners in Middlesex and other counties, per St 1827, c 77 (1828).  The government of Middlesex County in this and other respects was abolished as of the effective date of St 1997, c 48 (approved July 11, 1997)

Scope and Content: The Governor’s Office of Human Resources was established by Gov. Michael Dukakis in 1983 to act as a liaison between the governor and human service agencies in Massachusetts in the public and private sectors.  Series was created to advise the governor on human services issues and policy and to communicate the governor’s point of view on issues and policy to state executive offices and other agencies, gubernatorial commissions, federal agencies, advocacy groups, and private organizations.

Scope and Content: The Massachusetts Port Authority (Massport) is the state agency responsible for operation and maintenance of commercial aviation, maritime, and (to 2009) certain bridge facilities in and around the Port of Boston.  The engineering unit of its engineering division manages procurement and implementation of Massport design and construction contracts and monitoring of approved projects from proposal to completion, including requesting bids and proposals, and selecting designs and contractors.  Series supports these activities as reference until project completion. –Files may contain legal notices, bids, correspondence, change orders, daily reports, minutes, conformed copy of contract, payment record, and photographs; also as-built plans, summaries, specifications, and land disposition vital records.  Topics include consultant selection, design review, and environmental clearances. –Currently archived files include items relating to lands at or near the Port of Boston, some originating from before the Authority’s establishment in 1956.  Holdings are as follows: acc. 2014/08–Bethlehem Steel Corporation, Shipbuilding Division: (1) Bethlehem-Hingham shipyard plans, 1944; (2) Fore River Yard plans, 1943-1944; (3) Boston yards plans, 1944; (4) Boston yard property maps, 1958. Scope and Content: The Massachusetts Port Authority (Massport), responsible for maintaining the Mystic River (later Tobin) Bridge from Boston to Chelsea, Massachusetts, was authorized by St 1964, c 682 to construct connections between that bridge and another high-level bridge to be constructed over the Charles River between Leverett Circle, Boston proper, and City Square, Charlestown, by the Metropolitan District Commission (MDC); cost of the project was to be divided between the two agencies.  Project files were created by the authority’s research/planning division in the course of interagency planning for the proposed bridge.

Scope and Content: The Massachusetts Port Authority (Massport) is the state agency responsible for operation and maintenance of commercial aviation, maritime, and certain bridge facilities in and around the Port of Boston.  The planning unit of its planning division formulates plans for development and modification of Massport facilities, including submitting such plans and related feasibility studies to the Massport executive board for action.  Series consists of plans and views of related urban projects created as reference to support these activities, and, if approved, to serve as basis for architectural and engineering drawings by the engineering division.

Scope and Content: The Massachusetts Port Authority (Massport) is the state agency responsible for operation and maintenance of commercial aviation, maritime, and certain bridge facilities in and around the Port of Boston.  The administration unit of the secretary-treasurer’s division carries out the secretary-treasurer’s mandate to be record keeper of the authority, including keeping minutes of executive board meetings held to determine Massport policies and appropriate activities.  Series consists of this record of authorized actions in regular (monthly) and special meetings, including executive sessions. –include board minutes/agendas, 1992-1993, 2 sets plus microfilm; assistant secretary-treasurer board meeting agendas, 1980-1989; finance committee minutes/agendas, 1986-1989, minutes only, 1992-1993–2 sets plus microfilm. –Additional/active records in agency may also contain synopsis of selected materials and submissions consisting of executive director’s monthly report and copies of public affairs, personnel, finance, and facilities committees meeting minutes.
