Scope and Content: The Governor’s Office of Educational Affairs, established by Gov. Michael Dukakis in 1983, was intended to serve during his second administration as an official link to all public and private educational constituencies, and to support gubernatorial commitment to improving the quality of public education and delivery of all educational services.  Series was created to advise the governor on educational issues and to represent the governor to the community.
Arrangement: Arranged in three alphabetical sequences, 1983-1988 (box 1), 1986-1989 (boxes 2-4), 1984-1989 (boxes 5-6)

Proclamations [Massachusetts Governor’s Office of Constituency Services]

Scope and Content: The Massachusetts Governor’s Office of Constituency Services acted as a liaison between the governor and constituency groups.  It also prepared statutory proclamations for observances for the most part mandated by statute (MGLA c 6, s 12-15), for recognition of significant persons, events, professions, or other socioeconomic phenomena, or for publicizing actions of the state government ; and special proclamations for unofficial observances requested by citizen groups, a role carried out by the governor’s Public Information Office from 1963-1965. In later years only statutory proclamations were retained by the issuing agency to be archived.

Scope and Content: The task force was formed to conduct a management review and analysis of the executive branch of Massachusetts state government and to make recommendations to Gov. Michael Dukakis for improving its services and operations.  Administrative files consist of the analysis of government operations prepared by each of the teams assigned to an agency or government function.

Meeting packets [Massachusetts Governor’s Energy Task Force]

Scope and Content: The task force was responsible for oversight of all energy development issues.  In performing its duties it reviewed legislation and reports, and recommended policy positions to the governor.  These meeting packets were created to document the decisions of the monthly meetings.  These were maintained by the governor’s cabinet coordinator to the task force.

Scope and Content: Beginning in 1971 the Governor’s Commission on the Status of Women, and since l983 the Governor’s Office on Women’s Issues and the Governor’s Advisory Committee on Women’s Issues, have been responsible for ensuring adequate representation of the concerns of women in the laws governing Massachusetts and in the planning of services to women and children in the Commonwealth.  These administrative files have been created by these bodies to coordinate research conducted by task forces and support committees on issues concerning women, and to evaluate legislation and services both on local and national levels.

Judicial appointment application files [Massachusetts Judicial Nominating Council]

Scope and Content: Under the Massachusetts Constitution the governor is responsible for nominating and appointing all judicial officers with the advice and consent of the Executive Council.  In 1975,  by Executive Order no. 114, the Judicial Nominating Commission (renamed the Judicial Nominating Council by Executive Order no. 228 in 1983) was established to guarantee an impartial review of all judicial appointees.  Prior to the establishment of the commission, the Governor’s Legal Office assisted the governor in reviewing applications.
