Scope and Content: The Greylock Park Association, established by the Massachusetts General Court per St 1885, c 166, was authorized to obtain and hold lands for a public park on Greylock Mountain in the towns of Adams, North Adams, and Williamstown. –St 1898, c 543 established the Greylock State Reservation and the Greylock Reservation Commission, a three person, governor-appointed board of Berkshire County residents responsible for acquiring land and administering the reservation. The act granted the commission the power and authority to care for, protect, and maintain the reservation on behalf of the Commonwealth. The act also required the Greylock Park Association to transfer title to its land to the Commonwealth, whereupon –The commission was specifically placed under the governor’s department by St 1933, c 336. St 1966, c 444 abolished the Greylock Reservation Commission and transferred the management and operation of Greylock State Reservation to the Dept. of Natural Resources.

Scope and Content: The committee was established in 1985 to recommend to the governor policies and programs that address the effects of the nuclear arms race on the citizens and the economy of the Commonwealth, and generally to further the prevention of nuclear war.  To fulfill this mandate, the committee conducts research, holds public hearings, and participates directly and indirectly in projects relating to disarmament and international relations.  Administrative files document these activities.

Research files of the reenactment of the Massachusetts Convention of 1788 [Massachusetts Advisory Commission to Commemorate the Bicentennial of the United States Constitution]

Scope and Content: The Massachusetts Advisory Commission to Commemorate the Bicentennial of the United States Constitution, in conjunction with the Massachusetts Council for the Social Studies, the Massachusetts Department of Education, the Maine Commission on the Bicentennial, the Maine Council for the Social Studies, the Maine Department of Education, the John F. Kennedy Library, and the Commonwealth Museum, received a grant from the federal Commission on the Bicentennial of the U.S. Constitution to support research by secondary school teachers and students from Massachusetts and southern Maine, on primary sources relating to the debate over ratification of the United States Constitution in Massachusetts.  The project culminated in a reenactment of the Massachusetts Convention of 1788, and publication of a reenactment guide, a tabloid newspaper, and a research booklet.  These research files were compiled by the students on the convention delegates from their localities and were used as background for the reenactment and publications.

Administrative files [Massachusetts Block Grant Task Force]

Scope and Content: The commission, established in 1981 by  Governor Edward King (Exec Order 199), was responsible for planning the distribution of federal block grant funds among state agencies.  The administrative files are the working papers of the task force.  They include notices of appointments to the task force and related advisory committees; application requirements for grants awarded; implementation agendas and reports of advisory committees’ recommendations to the task force.  Grants are in the areas of education; social service; health centers; maternal and child health care services; alcohol, drug abuse and mental health services; and preventative health and health services.

Scope and Content: The Special Commission on Probate and Family Court Procedures was established by Governor Edward King to research and analyze the procedures of the probate court in cases concerning divorce, family violence, and child custody.  Administrative files were created during this process and provided background data for the commission’s report to the governor on procedures in Massachusetts and other states, legislation, and innovative programs, and for its outreach to the community concerning the issues of family violence and the complexities of family law.

Administrative files [Massachusetts Governor’s Management Task Force ’79]

Scope and Content: The Governor’s Management Task Force was formed by Gov. Edward King as a nonprofit corporation to analyze the operational effectiveness of selected agencies within the state government and to make recommendations for improving its services and operations. After the task force submitted its final report in 1980, Gov. King appointed advisory committees (Executive Order no. 174, Jan. 23, 1980) assigned to the six major areas covered in the report. The committees were assembled to provide guidance to state agencies in implementing the task force’s recommendations and to report periodically to the task force board of directors and to the governor. –The Governor’s Management Task Force concentrated on analyzing and suggesting improvements for agencies relating to: personnel administration, data processing, financial management, purchasing, revenue, and motor vehicle registration. Operational reviews were conducted over 36 weeks by three teams. Each of the teams prepared an analysis of agency operations, efficiency, and function. Additional guidance was provided by a 21-member board of directors, and over 300 private sector organizations contributed financial support and management specialists to the task force. During the study, primary emphasis was placed on improving management operations in state government rather than producing short-term financial benefits. At its conclusion, one major observation of the task force was the need for additional training at all levels within the state government. Other prominent recommendations included the upgrading of departmental equipment, executive education programs, and development of electronic data processing systems. –On Jan. 31, 1980, Gov. King signed and filed a legislative package to implement seventeen of the task force recommendations over a two-year period. To ensure tangible improvements, the governor requested continued assistance from the task force board of directors and team leaders in addition to the advisory committees during the review and implementation period. These committees made priority recommendations and established completion dates from 1980 to 1982.

Scope and Content: The Governor’s Office of Educational Affairs, established by Gov. Michael Dukakis in 1983, was intended to serve during his second administration as an official link to all public and private educational constituencies, and to support gubernatorial commitment to improving the quality of public education and delivery of all educational services.  Series was created to advise the governor on educational issues and to represent the governor to the community.
