Scope and Content: The Board of Conciliation and Arbitration is responsible for settling industrial disputes for the public and private sector pursuant to MGLA c 150.  Interest and grievance mediation case files are created by mediators attempting to resolve collective bargaining agreement or contract disputes, chiefly for municipal unions.  Decisions in these cases are not binding.  Arbitration case files are created by arbitrators interpreting collective bargaining agreements.  The arbitrator has the authority to compel adherence to these decisions.

Scope and Content: The Joint Labor-Management Committee was established by the Massachusetts General Court in 1977 (as of 1978) to have oversight responsibility for all collective bargaining negotiations involving municipal police and firefighters.  Minutes record actions at case meetings, held semi-monthly to docket/review status of active and pending cases, assume jurisdiction, schedule arbitration/mediation events, note date of expiration of agreements, and schedule investigation of cases brought by petition; chairman’s meetings, held monthly to discuss financial/administrative issues and problem cases; and special topics meetings, generally in workshop format, held occasionally.

Scope and Content: The Massachusetts Industrial Commission was created in 1929 for the promotion and development of the industries and the industrial, agricultural, and recreational resources of the Commonwealth.  Resolves 1929, c 54 asked the commission to investigate the textile industry and to make recommendations on improving working conditions and alleviating unemployment in that and other industries, including in its considerations the question of providing unemployment insurance.  This report documents the commission’s investigation.

Scope and Content: The Massachusetts Development and Industrial Commission, which was to promote and develop industrial, agricultural, and recreational resources of the Commonwealth, was mandated by St 1950, c652 to make an annual report to the governor and General Court and any further reports that were necessary and advisable, containing its findings on the competitive position of Massachusetts industry in the United States and world markets, and including suggestions and recommendations for executive and legislative action as would improve the competitive position of Massachusetts industry.  This report contains the results conducted by the commission to meet the statutory requirements.
