Scope and Content: The commission was established in 1983 to survey and analyze the condition of the Massachusetts manufacturing base; catalog existing and needed resources for financing, management, marketing, plant modernization, and technical assistance; profile the workforce of mature industries and analyze its retraining needs; investigate plant closings and appropriate responses to them; and develop recommendations for assistance to troubled industries, including legislation and actions by the government, private sector, and organized labor. To fulfill this mandate, the commission met, conducted research, and held public hearings, as reflected in these administrative records.

Scope and Content: The Umemployment Compensation Commission was established in 1935 within the Dept. of Labor and Industries. It was replaced by the Division of Unemployment Compensation in 1939, renamed the Division of Employment Security in 1941. The division became an independent unit in the Executive Office of Manpower Affairs in 1982, and was replaced by the Dept. of Employment and Training in 1988.
