Scope and Content: Prior to the White House Conference on Handicapped Individuals, held in May 1977, states were responsible for holding conferences in which they heard testimony and prepared reports concerning their own services to the handicapped. These administrative files were created to organize the Massachusetts Conference on Handicapped Individuals, to publicize the recommendations of the national conference, and in general to research and publicize issues concerning handicapped citizens.

Scope and Content: The Massachusetts Hospital for Consumptives and Tubercular Patients was established in 1895 and opened at Rutland in 1898. It was successively renamed the Massachusetts State Sanatorium in 1900, Rutland State Sanatorium in 1910, Rutland Hospital in 1963, and after the move to a new facility, Rutland Heights Hospital in 1965.

Scope and Content: Under successive authorizations, the Committee for the Sale of Eastern Lands (1783-1801) and the Land Office were the agencies with responsibility for the management and sale of public lands in the District of Maine, and after its separation as a state in 1819 until 1861. From 1817 the Land Office was administered by three commissioners (Resolves 1815, c 131 (1816)), succeeded in 1820 by their clerk, George W. Coffin (Resolves 1820, c 24), who served as land agent until 1851. Series was created to document and administer the various responsibilities of the commissioners/land agent.

Scope and Content: The Executive Office of Educational Affairs was created by St 1969, c 704 to advise the governor of Massachusetts on matters relating to education, to prepare budget and capital outlay recommendations, and to perform liaison and informational functions. Administrative files of the undersecretary of educational affairs contain correspondence, memoranda, minutes, project reports, and annual reports that document the activities of the office and cover a broad range of educational issues.

Scope and Content: Under successive authorizations, the Committee for the Sale of Eastern Lands (1783-1801) and the Land Office were the primary agencies with responsibility for the management and sale of public lands in Maine on behalf of the Commonwealth. A considerable part of their activity came to involve resolving boundary and proprietary disputes in areas subject to the control of Massachusetts. The agencies also promoted the settlement and development of the area as demonstrated by their support of internal improvements. These files record and document the activities of the agencies in responding to land and boundary disputes, as well as to the developmental needs of the interior parts of Maine.

Scope and Content: Under successive authorizations, the Land Office oversaw the management and sale of public lands in Maine for the Commonwealth during the first half of the 19th century. Among its duties were the receipt and filing of documents pertaining to events in Maine that related to its main purpose of managing lands. This administrative file documents the activities of the Commonwealth in responding to the threat of insurrection in Kennebec County in 1809. Consisting of a variety of materials, the file details the responses of the several involved agents of the government in Massachusetts and the District of Maine. The governor, Council, General Court, local sheriff and the justices of the common pleas are the government officials primarily represented.

Scope and Content: Under successive authorizations, the Committee for the Sale of Eastern Lands (1783-1801) and the Land Office were the primary agencies with responsibility for the management and sale of public lands in Maine on behalf of the Commonwealth. This responsibility invested in these agencies a direct interest in the protracted negotiations surrounding the establishment of the northeastern boundary setting Maine apart from the British provinces. Consisting of correspondence (original and copied), reports, depositions, and extracts from various source documents, these administrative files were assembled as Massachusetts sought to protect her proprietary rights to public lands in Maine.

Scope and Content: The commission was established in 1983 to survey and analyze the condition of the Massachusetts manufacturing base; catalog existing and needed resources for financing, management, marketing, plant modernization, and technical assistance; profile the workforce of mature industries and analyze its retraining needs; investigate plant closings and appropriate responses to them; and develop recommendations for assistance to troubled industries, including legislation and actions by the government, private sector, and organized labor. To fulfill this mandate, the commission met, conducted research, and held public hearings, as reflected in these administrative records.
