Scope and Content: The Massachusetts Advisory Council on Education (MACE) was established by St 1965, c 572, s 2 to recommend policies that would improve the performance of public education systems in the Commonwealth. Through its director of research, the council coordinated and sponsored studies of educational issues, drawing on the expertise of individuals and organizations both inside and outside state government. In an effort to address a statewide need for the delivery of services to special needs students in conjunction with the passage of St 1972, c 766, the council in 1974 commissioned the Educational Collaborative for Greater Boston (EDCO) to conduct a study on collaborative programming as a means for delivery of services to special needs students. The study was completed in 1975 with the publication of a manual, Approaches to collaboration: a handbook of strategies for serving special needs children. Its purpose was to assist school systems in establishing effective approaches for delivering services. Study files are the project files maintained by EDCO and transferred to MACE at the conclusion of the project.

Scope and Content: Massachusetts has administered water works and sewage disposal for the Boston metropolitan area successively through the Board of Metropolitan Sewerage Commissioners (Metropolitan Sewerage Commission) (1889-1901) and the Metropolitan Water Board (1895-1901); the Metropolitan Water and Sewerage Board (1901-1919); and the Water and Sewerage Divisions of the Metropolitan District Commission (1919-1985). Since 1985, the sewerage works functions have been assigned to the Massachusetts Water Resources Authority (MWRA), and the water works functions have been shared by the MWRA (distribution) and the Metropolitan District Commission (to 2003) and the Dept. of Conservation and Recreation (since 2003) (water supply reservoirs and their watershed management).

Scope and Content: By its constitutional and statutory authority to provide advice and consent to the governor, the Council approves, among others, the appointments of judicial and quasi-judicial officers, the adjournment or prorogration of the General Court, the granting of pardons, and warrants authorizing expenditures from the Treasury. Reports and transcripts of hearing testimony relate to matters brought before the Council for its consideration, including the appointment, reappointment, or removal of persons in executive and judicial positions, examinations of spending deficits, and inquiries into the management of state programs and agencies. These files supplement: Minutes ((M-Ar)329) and: Executive records ((M-Ar)327) in providing more detailed information on certain matters brought before the Council.

Scope and Content: The lieutenant governor of Massachusetts, in the event of absence, disability, or death of the governor, performs all duties incumbent upon the chief executive, and has all of the constitutional powers vested in that office. Additionally, the lieutenant governor is a voting member of the Council and is delegated other responsibilities at the governor’s discretion (Const Pt 2, C 2, S 2). Series is created by the lieutenant governor in carrying out official duties to educate the public on issues, advocate for legislation, and coordinate information among municipalities, states, and the federal government.
