Scope and Content: From 1919 the Metropolitan District Commission (MDC) has been responsible for acquiring and maintaining open spaces in the Metropolitan Parks District (Boston and surrounding communities) for exercise and recreation.  Series was created by the MDC commissioner to fulfill this function as it related to improvements to park lands in the Charles River Basin, now commonly known as the Esplanade.

Scope and Content: The Dept. of Mental Health exercised responsibility for mentally retarded persons in Massachusetts (specifically from 1966 through its Division of Mental Retardation) until 1986, when a separate Dept. of Mental Retardation was established. To fulfill the function of providing for the efficient, economical, and humane management of state facilities for the retarded, the department through its commissioner cooperated with the Special Commission on Belchertown State School and Monson State Hospital, established by Resolves 1970, c 19 to study the operation of and conditions at those facilities, creating these files.
