Scope and Content: The lieutenant governor of the Commonwealth serves on the Council, chairing it in the governor’s absence, and serves as acting governor as required. Other duties are performed at the governor’s discretion, including direction of the Blueprint 2000 project, created during the last term of Michael Dukakis (l987-1991) under Lieutenant Governor Evelyn Murphy, to identify future Commonwealth problems and to propose solutions to them through analysis of data collected from a variety of citizens. Final report files include that analysis in the form of subcommittee reports, although no overall final report was produced.

Scope and Content: The Board of Registration of Nurses, established in 1910 to regulate nursing practice and education in Massachusetts, was renamed the Board of Registration in Nursing in 1941. At that time was an Approving Authority for Schools for Nurses and School for Attendants (Practical Nurses as of 1953), with overlapping membership with the board. The authority was abolished and its functions passed to the board as of 1961.

They were succeeded in turn by the Board of Prison Commissioners (St 1901, c 364), the Massachusetts Bureau of Prisons (St 1916, c 241), and the Dept. of Correction (St 1919, c 350, s 82)

Scope and Content: The Dept. of Environmental Management has general care and oversight of the natural resources of the Commonwealth and adjacent waters, develops policies for their management, and administers parks and historic sites that have come under its jurisdiction. The Board of Environmental Management (established as the Board of Natural Resources per St 1953, c 631, s 1, and renamed by St 1975, c 706, s 36) establishes policies and approves programs to be implemented by the department (MGLA c 21, s 2). Series is created as a record of discussions and policy decisions made by the board.

Scope and Content: The State Prison was opened in 1805 at Charlestown, Boston, as a successor to the prison on Castle Island. During 1878-1884 the prison was closed and inmates kept at Concord. With that exception, Charlestown remained the state prison until replaced by Massachusetts Correctional Institution, Walpole, 1955-1956.

Scope and Content: The Board of Regents of Higher Education has overall responsibility for the state system of higher education. The vice chancellor for academic affairs, as the responsible officer for formulating and implementing policies concerning academic programs and head of the board’s Division of Academic Affairs, attends meetings of the board but is not a voting member. This series was created by the division to document system-wide policy for the public institutions of higher education. It contains agendas, minutes, and motions for discussion. Information is included on academic programs, personnel actions, and other activities of divisions within the Board of Regents.
