Returns of annual statistics of manufactures [Massachusetts Department of Labor and Industries Division of Statistics]

Scope and Content: The annual compilation of statistics of manufactures in the Commonwealth was mandated by St 1886, c 174, which provided for their collection, tabulation, and publication by the Bureau of Statistics of Labor (later the Bureau of Statistics) as: Annual statistics of manufactures.  The function continued from 1919 under the Division of Statistics of the Dept. of Labor and Industries.  These returns are forms sent out by the division to every manufacturer in Massachusetts, which were filled out and signed by the manufacturer. –Also included is a copy of an industry classification list, which organizes types of industry by classification group number and explains products produced by each industry.  An alphabetical index to product type is in front.

Annual financial reports of labor unions [Massachusetts Department of Labor and Industries Division of Statistics]

Scope and Content: The Dept. of Labor and Industries is responsible for enforcement of laws pertaining to labor and employment and was formerly required to verify, maintain, and publicize filings of labor organizations operating in Massachusetts.  This series was created by the department’s Division of Statistics to meet the requirements of St 1946, c 618 for unions to file a statement outlining the aims and objectives of the union, the names and addresses of officers, the scale of dues, fees, fines, and assessments, and the salaries to be paid to the officers; and to file an annual report detailing all expenditures and payments.  The department maintained these files until 1981, when the U.S. Dept. of Labor assumed the responsibility and the Division of Statistics was abolished (St 1981, c 351, s 250).  Additionally the series was created to gather data published in: Directory of labor organizations in Massachusetts.

Annual reports [Massachusetts Development and Industrial Commission]

Scope and Content: The Massachusetts Industrial Commission was established in 1926 in the Department of Labor and Industries.  It was renamed the Massachusetts Industrial and Development Commission in 1932 and abolished in 1933.  It was revived as the Massachusetts Development and Industrial Commission in 1937 and was abolished in 1953, when its powers and duties were combined with those of the State Planning Board in the Department of Commerce.

Report of the investigation of the textile industry [Massachusetts Industrial Commission]

Scope and Content: The Massachusetts Industrial Commission was created in 1929 for the promotion and development of the industries and the industrial, agricultural, and recreational resources of the Commonwealth.  Resolves 1929, c 54 asked the commission to investigate the textile industry and to make recommendations on improving working conditions and alleviating unemployment in that and other industries, including in its considerations the question of providing unemployment insurance.  This report documents the commission’s investigation.

Report on competitive position of Massachusetts industry [Massachusetts Development and Industrial Commission]

Scope and Content: The Massachusetts Development and Industrial Commission, which was to promote and develop industrial, agricultural, and recreational resources of the Commonwealth, was mandated by St 1950, c652 to make an annual report to the governor and General Court and any further reports that were necessary and advisable, containing its findings on the competitive position of Massachusetts industry in the United States and world markets, and including suggestions and recommendations for executive and legislative action as would improve the competitive position of Massachusetts industry.  This report contains the results conducted by the commission to meet the statutory requirements.

Rules and regulations filed with the Secretary of the Commonwealth [Massachusetts Department of Labor and Industries]

Scope and Content: Massachusetts established the State Board of Labor and Industries in 1912 (effective 1913). It was replaced in 1919 by the Dept. of Labor and Industries, which was succeeded in 1996 by the Dept. of Labor and Workforce Development.

Scope and Content: The State Board of Labor and Industries was established in 1912; it was replaced by the Dept. of Labor and Industries in 1919.  The department was placed in the Executive Office of Manpower Affairs in 1969 and transferred to the Executive Office of Labor in 1982.

Records [Massachusetts Superior Court of Judicature]

Scope and Content: The Superior Court of Judicature was created by the Massachusetts General Court in 1692, having cognizance of all pleas involving real or personal property, pleas to which the English Crown was a party, and all matters relating to conservation of the peace and punishment of offenders.  Series consists of public documents created during the provincial and later Revolutionary periods (1692-1774, 1775-1780) that deal with judicial matters (i.e., testimonies, depositions, writs, warrants, and bonds) not already specifically identified with the Council in its judicial capacity or otherwise dealing with divorce petitions or matters of probate and thus identified with the General Court.

Records [Massachusetts Court of Assistants]

Scope and Content: Assistants, also designated judicially in their own towns as magistrate, with powers of justice of the peace, were chosen annually by the General Court of the Governor and Company of the Massachusetts Bay, the colony chartered by the English Crown in 1629.  They met separately from the General Court as a whole (i.e., including its freemen–or, from 1634, their elected deputies), constituting with the governor and deputy governor a Court of Assistants.  In 1634 this body’s legislative powers were ceded to the General Court as a whole (Mass Recs 1: 117).  From 1636 certain members were appointed as members for life of a standing council to the governor (see: Massachusetts. Council. Agency history record). By 1644, while assistants continued to meet separately–now concurrently with a House of Deputies, thus in effect being the upper house of the General Court–the designation of Court of Assistants was reserved for the assistants acting solely in their judicial capacity, this body continuing until the institution of the Dominion of New England in 1686 and then again with the 1689 revival of colonial government until institution of the Province of the Massachusetts Bay in 1692.
