Legal counsel’s administrative files [Massachusetts Lieutenant Governor]

Scope and Content: The lieutenant governor of Massachusetts, in the event of absence, disability, or death of the governor, performs all duties incumbent upon the chief executive, and has all of the constitutional powers vested in that office. Additionally, the lieutenant governor is a voting member of the Council and is delegated other responsibilities at the governor’s discretion (Const Pt 2, C 2, S 2).  Series is created by the lieutenant governor’s legal unit to develop policies and deal with issues such as transitions of power, conflicts of interest, passage of legislation, court cases, legal agreements, and legal advice to state agencies.

Minutes [Massachusetts Joint Labor-Management Committee]

Scope and Content: The Joint Labor-Management Committee was established by the Massachusetts General Court in 1977 (as of 1978) to have oversight responsibility for all collective bargaining negotiations involving municipal police and firefighters.  Minutes record actions at case meetings, held semi-monthly to docket/review status of active and pending cases, assume jurisdiction, schedule arbitration/mediation events, note date of expiration of agreements, and schedule investigation of cases brought by petition; chairman’s meetings, held monthly to discuss financial/administrative issues and problem cases; and special topics meetings, generally in workshop format, held occasionally.

Scope and Content: The Industrial Accident Board was established in 1911.  It was succeeded by and became a constituent part of the Department of Industrial Accidents in 1919, replaced by the Division of Industrial Accidents (Dept. of Labor and Industries) in 1953, and again by the Department of Industrial Accidents (Executive Office of Labor) in 1985.

Scope and Content: The Labor Relations Commission has the responsibility to administer the Labor Relations Law (MGLA c 150A) and the Public Employee Labor Relations Law (MGLA c 150E).  These case files, a record of this activity, consist of applications for commission intervention from state, municipal, and private employees and employers in cases concerning union representation or complaints of unfair labor practices.

Scope and Content: The State Board of Conciliation and Arbitration was established in 1886; until 1902 it was known as the State Board of Arbitration and Conciliation or the State Board of Arbitration.  It was succeeded in 1919 by the Board of Conciliation and Arbitration, part of the Department of Labor and Industries.
