Scope and Content: Pursuant to MGLA c 19, the Dept. of Mental Health fulfills its responsibilities toward mentally ill persons in Massachusetts through a comprehensive program of services and facilities. (It exercised a similar function for the mentally retarded until 1986, when a separate Dept. of Mental Retardation was established.)  The commissioner of mental health exercises supervision and control of the department.  Commissioner’s hospital management subject files are created to inform the commissioner on policy, program, and other developments in the various central office divisions.
Notes: A portion of this series relating to mental retardation schools is found in the Dept. of Mental Retardation.  The remainder may have been destroyed or absorbed into the files of various central office divisions

(It exercised a similar function for the mentally retarded until 1986, when a separate Dept. of Mental Retardation was established.)  The commissioner of mental health exercises supervision and control of the department.  Commissioner’s legislative review files (currently maintained by the director of legislative affairs) consist of photocopied and transcribed drafts of legislation, correspondence, and memorandums created to obtain legislation favorable to the department’s mandated responsibilities and to implement passed legislation.

Institutional registers [Massachusetts Department of Mental Health]

Scope and Content: The Board of State Charities (St 1863, c 240) oversaw the state’s immigration and pauper relief functions, as well as the state’s charitable and correctional institutions. These included institutions for the mentally ill and retarded of Massachusetts, which were responsibility of the Board’s successors, the State Board of Health, Lunacy, and Charity (St 1879, c 291), and State Board of Lunacy and Charity (St 1886, c 101). They were then the sole responsibility successively of the State Board of Insanity (St 1898, c 433), Massachusetts Commission on Mental Diseases (St 1916, c 285), Dept. of Mental Diseases (St 1919, c 350, ss 79-81), and Dept. of Mental Health (St 1938, c 486)

Radioactive materials monitoring and control records [Massachusetts Radiation Control Program]

Scope and Content: Massachusetts St 1987, c 541, s 4 designated the Dept. of Public Health as the state radiation control agency (MGLA c 111, s 5N). The Radiation Control Program, so-called, is currently placed under the department’s Bureau of Environmental Health, although legislatively the bureau’s functions are essentially those outlined as being part of the Bureau of Environmental Sanitation in the Dept. of Environmental Protection (MGLA c 21a, s 8) (see: Division of Environmental Health. Agency history record ((M-Ar)EN6.21)). The Radiation Control Program  (RCP) protects the health and safety of the residents of the Commonwealth from the harmful effects of ionizing and non-ionizing radiation. RCP staff address a range of issues associated with radioactive materials including the regulation of specific radioactive sources, x-ray technology, nuclear medicine, mammography, professional training and licensure for radiologic technologists, laser registration, and more. The Nuclear Incident Advisory Team (NIAT) routinely participates in exercises to evaluate emergency plans to address nuclear power plant events.  RCP staff also work with other Bureau of Environmental Health programs to carry out environmental monitoring activities and with local boards of health to regulate conditions related to the use of UV light in tanning facilities.

Child health plan/profile annual reports [Massachusetts Bureau of Family and Community Health]

Scope and Content: The Division of Family Health Services of the Massachusetts Dept. of Public Health was established in 1969, and replaced successively by the Bureau of Parent, Child, and Adolescent Health ca. 1988 and the Bureau of Family and Community Health by 1992.
