Scope and Content: The Massachusetts Port Authority (Massport) is the state agency responsible for operation and maintenance of commercial aviation, maritime, and certain bridge facilities in and around the Port of Boston. The engineering unit of its engineering division manages procurement and implementation of Massport design and construction contracts and monitoring of approved projects from proposal to completion, including providing as-bid plans, approving changes, and maintaining as-built plans. Series consists of as-built plans kept in full-size for reference.

Scope and Content: Massachusetts St 1929, c 229 established the Boston Port Authority, a board consisting of two gubernatorial appointees and three appointees by the mayor of Boston, to investigate matters relating to the port of Boston. The membership was enlarged and responsibilities redefined by St 1938, c 453. St 1945, c 619 replaced the Boston Port Authority with the Port of Boston Authority, consisting of five gubernatorial appointees. St 1951, c 457 transferred from the authority to the Dept. of Public Works responsibility for certain sections of tidewater as specified in the act. St 1953, 608 replaced the Port of Boston Authority with the Port of Boston Commission, also consisting of five gubernatorial appointees. Per St 1956, c 465 (revised by St 1958, c 599), effective Feb. 1959, the Port of Boston Commission was absorbed into and replaced by the Massachusetts Port Authority.

Scope and Content: Per St 1924, c 510, item 30 and more specifically St 1925, c 211, item 158a, the Massachusetts General Court authorized its sergeant-at-arms and the state’s Art Commission to expend funds for the preservation of photographs and photographed portraits of speakers of the House of Representatives hanging in the Speaker’s Room of the State House and presidents of the Senate hanging in the Senate Reading Room. The objects were rephotographed by F. Ernst Zimmermann, with the resulting negatives being placed under the care of Charles O. Holt, sergeant-at-arms. The now replaced photographic prints of the speakers of the House of Representatives authorized by Resolves 1894, c 95 and those of the presidents of the Senate authorized by Resolves 1898, c 84 (with some later ones) are also included in this series. Photographers/studios identified in this series are Elmer Chickering, Charlotte Fairchild, Theodore C. Marceau, Richardson Bros., Frank A. Nowell, Robert E. Wescott, Notman Photographic Co., George H. Van Norman, and Julius M. Oppenheim.

Scope and Content: To establish accurate Massachusetts town boundaries, and eventually interstate boundaries as well, beginning in 1885 the Topographical Survey Commission (replaced in this function in 1901 by the Board of Harbor and Land Commissioners) sent out field teams to establish and describe triangulation stations and to set monuments designating boundary lines. These position tables are based on the notebooks of the survey teams, with a few earlier observations included as well. Calculations were verified, adjusted, and prepared by the U.S. Coast and Geodetic Survey.

Scope and Content: The Massachusetts Board of Library Commissioners (MBLC) is the agency of state government with the statutory authority and responsibility to organize, develop, coordinate, and improve library services throughout the Commonwealth. It is governed by nine commissioners appointed by the governor. The board has had an active preservation program since 1988, when the position of Preservation Specialist was created. The focus of this program is preservation advice/service to libraries, archives, museums, and historical societies throughout Massachusetts. Included in these activities are preservation training through workshops, articles in MBLC Notes, disaster preparedness training, advice and on-site visits in the event of an institutional disaster, warnings about possible natural events that could possibly affect the well-being and/or survival of cultural heritage collections, a program of environmental monitoring in institutions throughout the Commonwealth through the use of digital temperature and relative humidity dataloggers, the creation of a library of preservation resources in the MBLC’s reference collection, and a collection of preservation supply catalogs to serve as a resource for those seeking preservation supplies. –The MBLC Preservation Advisory Committee (before 1999 known successively as the Collection Management Consultants Advisory Committee (1989); Collection Management Advisory Committee (1990); Collection Management/Preservation Specialists Advisory Committee (1992); Collection Management/Preservation Advisory Committee (1992)) was formed to advise the Preservation Specialist on the development and implementation of the coordinated statewide preservation program for library and archives collection in Massachusetts as described above. Sixteen members each serving three-years terms were appointed by the Director of the MBLC, based on the recommendation of the Preservation Specialist. Three each came from academic libraries, public libraries, archives/manuscript repositories, and historical societies/research libraries, one each from the Northeast Document Conservation Center and the Massachusetts Archives, and two from the six state library interlibrary borrowing regions.

The Executive Bureau, which includes the attorney general and personal staff, is responsible for the overall supervision of the legal services provided by the office, for budgetary and personnel matters, and for the development of a uniform and consistent legal policy for the state. Series is created by the bureau’s press unit to release information from the attorney general to the press regarding action by various office bureaus on issues of public policy or concern. News coverage and editorials relating to policies and activities of the attorney general may also be included.

Scope and Content: The State Ethics Commission was established as an independent agency to administer and enforce the conflict of interest and financial disclosure laws of Massachusetts as they apply to state and county candidates and elected officials and to state and county employees in major policy-making positions. The primary functions of this agency are to publish rules and regulations, including rules governing the conduct of statements and reports required from public officials; to compile and index those reports; and to inspect statements of financial interest. Additional responsibilities include investigation of alleged violations of the two statutes, enforcement of them, and review and evaluation of their impact and effectiveness.
