Scope and Content: The Joint Committee on Public Safety and Homeland Security (until 2005: Joint Committee on Public Safety), a standing committee of the Massachusetts General Court,  considers all matters concerning laws relating to shipping or otherwise transporting energy sources, the safety of the public, including civil defense, firearms and gun control, fire laws, motor vehicle laws, motor vehicle safety belts (including school buses), the correction system including administration, prisoners’ rights, furloughs, work release, probation, rehabilitation, homeland or Commonwealth security matters, other matters related to federal affairs, including, but not limited to, the prevention of terrorist attacks, the reduction of the vulnerability to terrorism; the minimizing of the damage and recovery from possible attacks that may occur, and the coordination of homeland security related activities of the Commonwealth with those of the Federal Government, including certain confidential and guarded information and other matters referred. It drafts, reviews, and holds hearings on proposed legislation.  Legislative files are compiled to document legislation considered by the committee.

Scope and Content: The Joint Standing Committee on Roads and Canals considered proposed legislation for extending and improving a canal from Northampton to Northfield and for generally improving navigability in the Connecticut River Valley.  Consideration of these bills culminated, following committee report 1827 H 45, in the passage of St 1827, c 128 (1828), which authorized the Hampshire and Hampden Canal Company to construct and maintain a canal from Northampton to the northern border of the Commonwealth.  Legislative files are documents referred to or created by the committee during these considerations.

Scope and Content: The Water Division of the Metropolitan District Commission (MDC) was responsible for both the adequacy of supply and the purity of water provided to the Metropolitan Water District (Boston and surrounding communities).  For this purpose, the division was empowered to construct, operate, and maintain reservoirs, aqueducts, and other waterworks (GL 1932 (Ter Ed) c 92, s 10 et seq.).  Legislative files were created to obtain legislation favorable to the goals of the division.

Scope and Content: The Pardon and Parole Commission was established in 1919 to investigate the pardon and parole system of Massachusetts and specifically the granting of pardons by the Governor Charles F. Hurley in 1938 to Raymond L. S. Patriarca, John S. Tartar, and others, and the actions of Governor’s Councillor Daniel H. Coakley, who was impeached and removed from office in 1941.  Series was created during the work of the commission.

Scope and Content: The Council (under the governor except 1775-1780) functioned as the executive counterpart of the upper house of the General Court under the colonial charter, 1629-1686; as the executive (sole) government, 1686-1689; and both as upper house of the General Court and executive body under the revival of colonial government, 1689-1692, under the provincial charter, 1692-1774, and in the later Revolutionary period, 1775-1780.  (There was a rival Council appointed by the English Crown under Gov. Thomas Gage, 1774-1776.)  Under the 1780 Constitution it is an advisory executive body to the governor separate from the General Court.  Legislative records (formerly known as: Court records) document the Council’s legislative function as General Court upper house during the intercharter (1689-1692 only), provincial, and Revolutionary periods.  (For the Constitutional period see below.)

Scope and Content: The attorney general of Massachusetts is the Commonwealth’s chief legal officer.  The Executive Bureau, which includes the attorney general and personal staff, is responsible for the overall supervision of the legal services provided by the office, for budgetary and personnel matters, and for the development of a uniform and consistent legal policy for the state.  Series is created by the bureau to review and enable the attorney general to testify regarding legislation pending in the General Court.
