Scope and Content: The U.S. District Court for the District of Massachusetts appointed a Court Monitor in 1979 to administer court consent decrees relating to five state schools for the mentally retarded. In 1986 the responsibility was transferred to the gubernatorially established Office of Quality Assurance for the Mental Retardation Consent Decrees. In 1993 oversight was transferred to a Governor’s Commission  on Mental Retardation, while specific quality assurance functions were placed under an Office of Quality Enhancement, Office of Quality Management, Dept. of Mental Retardation, which had taken over responsibility for the mentally retarded from the Dept. of Mental Health in 1986.

Scope and Content: The Office of State Planning was formed in 1975 (along with the Management Bureau) by splitting into two units the Office of State Planning and Management of the Executive Office for Administration and Finance.  It became the Governor’s Development Office ca. 1979, was renamed Governor’s Office of Economic Development ca. 1983, and was terminated by 1991.

Scope and Content: The governor and council made an appropriation for an exhibition of arts, industries, and institutions of the Commonwealth at the Centennial Exhibition in Philadelphia (Resolves 1875, c 71).  This series was created to register visitors to the Massachusetts building at the exhibition.

Scope and Content: The Massachusetts Advisory Commission to Commemorate the Bicentennial of the United States Constitution, in conjunction with the Massachusetts Council for the Social Studies, the Massachusetts Department of Education, the Maine Commission on the Bicentennial, the Maine Council for the Social Studies, the Maine Department of Education, the John F. Kennedy Library, and the Commonwealth Museum, received a grant from the federal Commission on the Bicentennial of the U.S. Constitution to support research by secondary school teachers and students from Massachusetts and southern Maine, on primary sources relating to the debate over ratification of the United States Constitution in Massachusetts.  The project culminated in a reenactment of the Massachusetts Convention of 1788, and publication of a reenactment guide, a tabloid newspaper, and a research booklet.  These research files were compiled by the students on the convention delegates from their localities and were used as background for the reenactment and publications.

Scope and Content: The governor’s chief of operations, known at least in the first term (1975-1979) of Michael Dukakis as the governor’s cabinet coordinator, oversees and coordinates the work of the secretariats comprising the governor’s cabinet.  Subject files have been created to compile information and develop policy for the governor on issues raised during cabinet meetings.
