Scope and Content: The Civil Service Commission was established in 1884. It was abolished in 1919 and its functions transferred to the Division of Civil Service. It was revived as a separate body in 1939 and reconstituted in the Executive Office for Administration and Finance in 1974.

St 1909, c 486, s 10 provided for the commission to pass on certain Boston municipal mayoral appointments, a provision renewed by St 1919, c 350, s 66 (GL 1921 c 31, s 2) but rescinded by St 1930, c 167, s 2. –Appendix: Regulations, 1917-1937, with index. Scope and Content: The sergeant-at-arms and from 1919 the superintendent of buildings were successively responsible for repairs, improvements, supplies, and (to 1919 with approval of requisitions by the State House Commission) for procurement of furniture and fixtures for the State House and other state office buildings. Ledgers were created to manage procurement of such services and furnishings.

Scope and Content: The Massachusetts Developmental Disabilities Council (MDDC) was established by executive order in 1975 as an independent state agency (though placed within the Executive Office for Administration and Finance) funded by the federal government to work with the Commonwealth to better support persons with developental disabilities and their families. The council assists the Commonwealth in carrying out its requirements for participation in P.L. 106-402 (Developmental Disabilities Act of 2000), precursor and successor legislation, or in any federal grant program that would provide funds for services to developmentally disabled individuals. It serves as the designated State Agency under P.L. 106-402, and receives those funds made available to the Commonwealth as above. The council develops and submits a State Plan including the specifications of federal and state priority area activities, and has the final authority in making grants under the State Plan. The process for reviewing and awarding grants is conducted in accordance with federal program standards.
