Scope and Content: Under the 1786 agreement between New York and Massachusetts settling land claims west of the Hudson River (see: Massachusetts. Office of the Secretary of State. Agreement between Massachusetts and New York relating to western lands, 1784-1793 ((M-Ar)31X)), the Commonwealth retained the right of preemption to purchase lands from the several Indian nations, and the obligation to supervise the sale of any of these lands should the right of preemption be transferred to third parties. After a final sale of such right of preemption in 1792, Massachusetts governors appointed a series of superintendents to observe transactions between the Indians and owners of the preemptive right. The superintendents resided in New York, and tended to their duties in pro forma fashion. Controversy in 1838 following a U.S. decision to relocate all eastern Indians and a subsequent treaty and sale of remaining Indian reservations, caused the Massachusetts governor and council to reevaluate their role in this process, and to demand equitable treatment for the New York Indians.

Scope and Content: The director of campaign and political finance administers through this office the laws of the Commonwealth regulating political campaigns. Persons seeking election to the General Court must report their campaign finances to the director of campaign and political finance three times during an election year and annually in other years. The director is charged by MGLA c 55, c 3 to examine these filings for accuracy and compliance with the law, and to investigate violations. This series contains Campaign finance reports (CPF 102) filed by these so-called nondepository candidates, and correspondence relating to filing or failure of candidates to file.

Scope and Content: Massachusetts has administered water works and sewage disposal for the Boston metropolitan area successively through the Board of Metropolitan Sewerage Commissioners (Metropolitan Sewerage Commission) (1889-1901) and the Metropolitan Water Board (1895-1901); the Metropolitan Water and Sewerage Board (1901-1919); and the Water and Sewerage Divisions of the Metropolitan District Commission (1919-1985). Since 1985, the sewerage works functions have been assigned to the Massachusetts Water Resources Authority (MWRA), and the water works functions have been shared by the MWRA (distribution) and the Metropolitan District Commission (to 2003) and the Dept. of Conservation and Recreation (since 2003) (water supply reservoirs and their watershed management).

Scope and Content: Pursuant to St 1872, c 236, as part of their function licensing waterways and tidelands construction, the Board of Harbor Commissioners and its successor from l879, the Board of Harbor and Land Commissioners notified the selectmen or mayor and aldermen of the municipality in which petitioner for license proposed to work of a hearing on the petition. This series consists of copies of notices to muncipalities, each signed by the board chair and accompanied by a certified statement that original notice had been served, signed by the board clerk and attested to by a justice of the peace.

Scope and Content: The Board of State Charities and its successors from 1863 onward oversaw the Massachusetts state immigration and pauper relief functions, as well as the state’s charitable and correctional institutions. St 1865, c 162 required municipalities to provide care for those state paupers too sick to be moved to a state almshouse. In such cases, the local overseers of the poor were required to send an immediate notice to the Board of State Charities, in order to receive approval for state reimbursement from the board’s agent for the sick state poor. The overseers were to provide patient location information so that the board, through the agent, could investigate the case if necessary, a role alluded to in St 1869, c 12.
