Scope and Content: The Cambridge Bridge Commission was established in 1898 to administer construction of a bridge spanning the Charles River between Boston and Cambridge, to be known as the Cambridge (later Longfellow) Bridge. Series was created to prepare for determination of proportion of construction costs to be paid by the Boston Elevated Railway Company to Boston and Cambridge.

Scope and Content: To establish accurate Massachusetts town boundaries, and eventually interstate boundaries as well, beginning in 1885 the Topographical Survey Commission, in conjunction with the U.S. Coast and Geodetic Survey, sent out field teams to establish and describe triangulation stations and to set monuments designating boundary lines. These computations of boundary lines are based on data recorded by such survey teams, for the commission, for the Board of Harbor and Land Commissioners, which took over the survey in 1901 and completed it in 1914, and beyond that date, for agencies succeeding the board in its responsibility for state surveying: the Commission on Waterways and Public Lands, in 1916; the Division of Waterways and Public Lands of the Department of Public Works, in 1919; the Department of Public Works as a whole, in 1927; and the department’s Division of Waterways, in 1938.

Scope and Content: The U.S. District Court for the District of Massachusetts appointed a Court Monitor in 1979 to administer court consent decrees relating to five state schools for the mentally retarded. In 1986 the responsibility was transferred to the gubernatorially established Office of Quality Assurance for the Mental Retardation Consent Decrees. In 1993 oversight was transferred to a Governor’s Commission on Mental Retardation, while specific quality assurance functions were placed under an Office of Quality Enhancement, Office of Quality Management, Dept. of Mental Retardation, which had taken over responsibility for the mentally retarded from the Dept. of Mental Health in 1986.

Scope and Content: The Office of Federal State Relations and a predecessor unit under the coordinator of intergovernmental relations have been responsible for relations among the governor, federal government, cities and towns of Massachusetts, and other states. From 1974 it was under the administration of the lieutenant governor. Since at least 2007 the responsibility for this function has been assigned to a senior advisor on the governor’s staff. The Washington office, which serves as the primary intermediary between state officials and the Massachusetts Congressional delegation and as liaison between the state and federal governments, is currently called the Office of Federal State Relations for the Commonwealth of Massachusetts.
