Commissioner’s legislative review files (currently maintained by the director of legislative affairs) consist of photocopied and transcribed drafts of legislation, correspondence, and memorandums created to obtain legislation favorable to the department’s mandated responsibilities and to implement passed legislation.

Scope and Content: In its statutory role (MGLA c 28A) as advocate for services to children in Massachusetts, the Office for Children coordinates such services in public and privately funded programs and regulates providers of day care and substitute care for children. Functions are carried out through the office’s ca. six regional offices: advocacy programs (through FY1991–notably Help for Children) were additionally administered on a community basis by ca. 43 area offices grouped regionally and supported by volunteer area-based councils for children. Series has been created to provide quarterly reports from regional offices to the office director (commissioner from 1987) and to coordinate regional and other local activities with central office policy.

Scope and Content: St 1966, Ex Sess, c 735 charged the Dept. of Mental Health with establishing a comprehensive program of mental health and mental retardation services, which included state hospitals, state schools, clinics, and comprehensive centers; and reorganized delivery of these services and management of facilities by dividing the state into seven administrative regions, each in turn divided into service or catchment areas, at the level of service delivery. Regional/area subject files are created by the commissioner to keep apprised of policy and program developments and events at the regional and area levels.
