Scope and Content: The governor is responsible for nominating and appointing individuals to positions in the executive branch, to state boards and commissions, to county offices, and to local authorities. The Governor’s Personnel Office receives and responds to requests and recommendations for appointments, as documented in this series. –Early files, maintained by the state secretary as secretary for the governor, include the gubernatorial terms of Caleb Strong (1800-1807) through John Clifford (1853-1854). Scope and Content: The governor’s chief of operations, known at least in the first term (1975-1979) of Michael Dukakis as the governor’s cabinet coordinator, oversees and coordinates the work of the secretariats comprising the governor’s cabinet. This responsibility includes preparation of cabinet meeting agendas. –Series currently includes files from term of Michael Dukakis (1975-1979). Dukakis (1975-1979) files include minutes, memorandums, and reports, unless otherwise indicated on finding aid; executive sessions are separately designated and filed.

Scope and Content: The Governor’s Office of Human Resources was established by Gov. Michael Dukakis in 1983 to act as a liaison between the governor and human service agencies in Massachusetts in the public and private sectors. A Governor’s Commission on Child Support was established by the governor in 1984 pursuant to a federal statute (PL 98-378) that required states to develop guidelines for setting amounts of child support and ensuring its delivery; the commission’s work resulted in passage of the Child Welfare Reform Act (St 1986, c 310). While administered largely through the Governor’s Office of Human Resources, the commission included representatives of all constituencies interested in child support enforcement process. Series was created by the office to carry out the federal mandate.

Scope and Content: The Massachusetts Governor’s External Relations (formerly Correspondence) Office prepares gubernatorial citations to persons or organizations in recognition of outstanding service or deeds, for retirements, for birthdays of sixty-five or more years, and for wedding anniversaries of fifty or more years. Series documents formation of the citation from a request form (name, occasion, date, mailing address, requestor–e.g. state legislator) and in some cases correspondence, to a photocopy of the citation itself, signed by the governor. –Series currently includes files from terms of Argeo Paul Cellucci (1997-2001) and Jane Swift (2001-2003). Scope and Content: The Office of State Planning was formed in 1975 (along with the Management Bureau) by splitting into two units the Office of State Planning and Management of the Executive Office for Administration and Finance. It became the Governor’s Development Office ca. 1979, was renamed Governor’s Office of Economic Development ca. 1983, and was terminated by 1991.

Scope and Content: The U.S. District Court for the District of Massachusetts appointed a Court Monitor in 1979 to administer court consent decrees relating to five state schools for the mentally retarded. In 1986 the responsibility was transferred to the gubernatorially established Office of Quality Assurance for the Mental Retardation Consent Decrees. In 1993 oversight was transferred to a Governor’s Commission on Mental Retardation, while specific quality assurance functions were placed under an Office of Quality Enhancement, Office of Quality Management, Dept. of Mental Retardation, which had taken over responsibility for the mentally retarded from the Dept. of Mental Health in 1986.
