Scope and Content: The Dept. of Correction is responsible for administering the state correctional system and providing custodial and rehabilitative services to persons sentenced to state correctional institutions.  Lists of capital punishment cases at state prison facilities (i.e., Castle Island, Charlestown, and Walpole) were created by the central office of the department to compile statistics.

Scope and Content: Under the Massachusetts State Board of Health, Lunacy, and Charity (1879-1886) and the State Board of Lunacy and Charity (1886-1898), the Dept. of Outdoor Poor was responsible for adults in need of state medical or general assistance not committed to state institutions under the board’s jurisdiction and for juvenile wards of the state under three years of age.  When an infant was committed to the board, it was examined and treated by a medical officer of the department, and was often placed at the Massachusetts Infant Asylum (see: Massachusetts. Board of State Charities. Massachusetts Infant Asylum case histories, 1871-1879 (M-Ar) 541X)), or in a temporary home under the supervision of the board and its medical officers.

Scope and Content: The Reformatory Prison for Women was opened in Sherborn in 1877.  It was renamed the Reformatory for Women by St 1911, c 181, and because of a redrawn boundary line its fuller designation was changed from the Reformatory for Women at Sherborn to the Reformatory for Women at Framingham by St 1932, c 180, s 24.  Under St 1955, c 770 it received its current name, the Massachusetts Correctional Institution, Framingham.

Scope and Content: The Board of State Charities and its successors from 1863 onward oversaw the Massachusetts state immigration and pauper relief functions, as well as the state’s charitable and correctional institutions.  The Massachusetts Infant Asylum, founded by F.B. Sanborn among others, was a private institution incorporated in 1867 to house abandoned and destitute infants. Infants were admitted aged nine months and under, and were discharged at two years, unless health conditions warranted a longer stay. Per St 1870, c 136, the Board of State Charities was to be immediately notified when a child with no settlement in any municipality was taken in, and the board was authorized to remove the child, or to reimburse the asylum for its care at an established rate. To ease overcapacity at the asylum and increase life expectancy, St 1880, c 142 directed the Board of Health, Lunacy, and Charity in such cases to place state pauper infants out to board with families. The agent for the sick state poor within the Board of State Charities tracked and compiled information on infants, foundlings, and deserted children received at or being boarded out by the Massachusetts Infant Asylum, in order to properly identify those infants eligible for state reimbursement for their care. Attempts were made to identify and/or locate parents to determine if they could reclaim their children or be made responsible for their support, or to identify municipalities where the parents had settlement that should have responsibility for the support of the infants.

Scope and Content: St  1969, c 800, s 1 promulgated MGLA c 118E to administer in Massachusetts a joint state-federally funded program of medical care and assistance authorized by Title XIX of the federal Social Security Act (P.L. 89-97). It was placed under the Commonwealth’s Dept. of Public Welfare (DPW), which was already responsible for various medical assistance programs for specific constituencies.  St 1993, c 161, s 17 placed the program, now commonly known as Medicaid, under a Division of Medical Assistance, Executive Office for Health and Human Services.
