Scope and Content: As a residential treatment center and educational facility for mentally retarded persons in Massachusetts, the Walter E. Fernald State School is responsible for providing diagnostic services for its clients.  Diagnostic staff meetings were once held for this purpose.  At each meeting three or four incoming clients were introduced individually to the assembled diagnostic staff.  Minutes were created to diagnose clients entering the school and to communicate findings to other staff.

Scope and Content: Since 1971 the Executive Office of Human Services (Executive Office of Health and Human Services since 1992) has been responsible through its constitutent agencies for the delivery of a wide range of services to persons with financial, health, social, protective, rehabilitation, and correctional needs. Its role is one of management and fiscal oversight, coordination of interagency planning and program development, and policy analysis.  A director of mental health and mental retardation coordinated the executive office’s responsibilities in these areas, as documented in this series.

Director of classification administrative files, 1938-1977.

Scope and Content: The Dept. of Correction is responsible for administering the state correctional system and providing custodial and rehabilitative services to persons sentenced to state correctional institutions.  The Classification Office in the department performs background investigations of inmates for institutions in the system and responds to requests for family background from other states under terms of interstate compact.  In addition the office is responsible for preparing certificates of discharge for inmates upon termination of sentence.  Administrative files contain memoranda, correspondence, and reports that relate to the functions of the office.

Scope and Content: Since 1971 the Executive Office of Human Services (Executive Office of Health and Human Services since 1992) has been responsible through its constitutent agencies for the delivery of a wide range of services to persons with financial, health, social, protective, rehabilitation, and correctional needs. Its role is one of management and fiscal oversight, coordination of interagency planning and program development, and policy analysis.  Series was created to support and document functions of the executive office’s director of federal-state relations, who testified before Congress and coordinated application and execution of federal grants.

Scope and Content: State oversight of treatment for drug abuse in Massachusetts was successively the responsibility of the Drug Addiction Rehabilitation Board, established 1963 in the Dept. of Public Health, and of the Division of Drug Rehabilitation, established 1969 in the department of the attorney general, transferred to the Dept. of Mental Health effective 1971, and then to the Dept. of Public Health, effective 1982.  In 1986 the division was merged with that department’s Division of Alcoholism to form (as of 1989) the Division of Substance Abuse Services.

Scope and Content: The Division of Legal Medicine was established in 1956 to provide psychiatric services to courts and correctional institutions and to ensure that persons who came into contact with the criminal justice system received needed mental health care.  Director’s administrative files, consisting of correspondence, minutes, memorandums, drafts, and legal files, were created in the course of carrying out these responsibilities and reflect the director’s activities in this area as well as participation in broader departmental activities.

Scope and Content: The Reformatory Prison for Women was opened in Sherborn in 1877.  It was renamed the Reformatory for Women by St 1911, c 181, and because of a redrawn boundary line its fuller designation was changed from the Reformatory for Women at Sherborn to the Reformatory for Women at Framingham by St 1932, c 180, s 24.  Under St 1955, c 770 it received its current name, the Massachusetts Correctional Institution, Framingham.

Scope and Content: The State Prison was opened in 1805 at Charlestown, Boston, as a successor to the prison on Castle Island.  During 1878-1884 the prison was closed and inmates kept at Concord.  With that exception, Charlestown remained the state prison until replaced by Massachusetts Correctional Institution, Walpole, 1955-1956.

Scope and Content: The Massachusetts Hospital for Consumptives and Tubercular Patients was established in 1895 and opened at Rutland in 1898.  It was successively renamed the Massachusetts State Sanatorium in 1900, Rutland State Sanatorium in 1910, Rutland Hospital in 1963, and after the move to a new facility, Rutland Heights Hospital in 1965.
