Scope and Content: The State Board of Docks and Terminal Facilities was established in 1895 to investigate public ownership and other issues relating to improvement of docks, wharves, and terminal facilities for the Port of Boston.  Minutes were created by the board clerk to record actions, decisions, and expenditures.
