Scope and Content: The Dept. of Public Works and its successor from 1992, the Massachusetts Highway Department, have been responsible for development and maintenance of all state highways and bridges in the Commonwealth.  Pursuant to MGLA c 81, s 5 and c 160, s 104, the department gives public notice of and holds hearings of all parties interested before laying out a state highway or a state highway railroad crossing.  Series is created to administer hearings.
