Scope and Content: Massachusetts has administered water works and sewage disposal for the Boston metropolitan area successively through the Board of Metropolitan Sewerage Commissioners (Metropolitan Sewerage Commission) (1889-1901) and the Metropolitan Water Board (1895-1901); the Metropolitan Water and Sewerage Board (1901-1919); and the Water and Sewerage Divisions of the Metropolitan District Commission (1919-1985). Since 1985, the sewerage works functions have been assigned to the Massachusetts Water Resources Authority (MWRA), and the water works functions have been shared by the MWRA (distribution) and the Metropolitan District Commission (to 2003) and the Dept. of Conservation and Recreation (since 2003) (water supply reservoirs and their watershed management).

Scope and Content: The Board of Parole for the State Prison and the Massachusetts Reformatory and the Board of Parole for the Reformatory for Women were established in 1913, serving jointly as an Advisory Board of Pardons. They were succeeded by a single Board of Parole in 1916 and the Parole Board in 1937, in each case serving also as an Advisory Board of Pardons.

Scope and Content: Per a resolve of Oct. 20, 1774, the first Provincial Congress established the Committee of Safety to oversee actions taken for the defense and safety of the Province of Massachusetts Bay during the Revolutionary War. The committee supervised the process of military build-up and provided for procurement and disbursement of arms, munitions, and other supplies through oversight of the Committee of Supplies. Minutes were created to record votes, orders, and resolves of the committee.

Scope and Content: The council was established to advise the commissioner of mental health on policy, program development, and priorities of need for comprehensive programs in mental health and retardation in Massachusetts. Minutes were created to record decisions and actions taken by the council and its Executive Committee. Scope and Content: The State Board of Health, established in 1869, was abolished in 1879, and its functions absorbed by the State Board of Health, Lunacy, and Charity until 1886, when its was re-established. Scope and Content: The Worcester City Hospital was established by state mandate in 1871, reconstituted in 1953, placed under the Worcester Health and Hospitals Authority in 1990, and closed in 1991. It was then placed under interim management of the University of Massachusetts Medical Center and since the authority’s dissolution in 1993 has been operated as the center’s City Campus.

Minutes concerning removals of insane persons, 1891-1898.

Scope and Content: State responsibility for the insane was assigned to the State Board of Lunacy and Charity per St 1886, c 101. In an era of heavy immigration, Massachusetts sought to relieve taxpayers of the burden of supporting insane persons originating from other states or countries, who were being cared for in Massachusetts state institutions. The board’s Committee on the Removal of Insane Persons out of the State (board chair, vice-chair, and one other board member–first mentioned in the board’s 1894 annual report (p.4)) proposed names of those to be returned to their place of origin; these recommendations were acted on by the board at its monthly meeting and implemented by the Superintendent of Indoor Poor. The State Board of Lunacy and Charity was replaced by the State Board of Insanity in 1898.

Scope and Content: The Division of Fiscal Affairs and Management of the Board of Regents, under the vice chancellor for fiscal affairs and management, is responsible for overall budgetary planning and facility management for the state system of higher education. Minutes of the boards of trustees for individual institutions are submitted to apprise the vice chancellor of policy decisions made on the institutional level that will have fiscal ramifications. These policy decisions then become a factor in preparing the annual budgetary request to the General Court. The minutes are the primary record of decisions and discussions of policy issues undertaken by the boards of trustees for individual community colleges, four-year colleges, and universities.
