Scope and Content: Pursuant to St 1869, c 446, the state treasurer was authorized to issue scrip in the form of registered bonds or certificates of debt with interest coupons attached, to raise funds to purchase lands for the improvement of the flats in Boston Harbor.  Registered bonds, issued in 1870 and valued at 1000 and 5000 dollars, were due in 1875 with interest paid at five percent per annum.
