Scope and Content: The Dept. of Public Works and its successor from 1992, the Massachusetts Highway Department, have been responsible for development and maintenance of all state highways and bridges in the Commonwealth.  Since 1963 the department has been under the supervision and control of the Public Works Commission (or board of commissioners–Highways Commission from 1992), which pursuant to MGLA c 16, s 5 meets regularly to approve all contracts (including specifications and all changes), act as a board of contract appeals, and approve or disapprove all claims made under any contract.  Series is created to administer these functions.
