Scope and Content: As custodian of the foundation records of Massachusetts, the state secretary is responsible for binding and maintaining engrossed copies of acts and resolves of the General Court (MGLA c 3, s 23).  Since 1978 responsibility for binding has been carried out by the Regulations Division of the secretary’s office.  Once the binding is completed, the volumes are transferred to the Archives.   Engrossed acts are the original parchment acts passed by the General Court. –See also: Massachusetts.
