Scope and Content: The Dept. of Public Welfare has the responsibility to provide and administer a comprehensive public welfare financial assistance program, including financial assistance under the federal-state programs (MGLA c 18, s 2).  The department is under the direction, supervision, and control of the commissioner of public welfare (s 3).  In order to administer the department, the commissioner corresponds with federal agency staff.
