Scope and Content: The Massachusetts Advisory Council on Education (MACE) was established by St 1965, c 572, s 2 to recommend policies that would improve the performance of public education systems in the Commonwealth. Through its director of research, the council coordinated and sponsored studies of educational issues, drawing on the expertise of individuals and organizations both inside and outside state government. In an effort to address a statewide need for the delivery of services to special needs students in conjunction with the passage of St 1972, c 766, the council in 1974 commissioned the Educational Collaborative for Greater Boston (EDCO) to conduct a study on collaborative programming as a means for delivery of services to special needs students. The study was completed in 1975 with the publication of a manual, Approaches to collaboration: a handbook of strategies for serving special needs children. Its purpose was to assist school systems in establishing effective approaches for delivering services. Study files are the project files maintained by EDCO and transferred to MACE at the conclusion of the project.
